MANILA, Philippines - The House of Representatives (HoR) adjourned its first regular session on Wednesday without finishing discussions over the Reproductive Health (RH) Bill. When asked if the lower House would vote on the bill within the day, House Speaker Feliciano Belmonte Jr. told ABS-CBN News in a text message that "malayo pa." Pressed further, Belmonte finally said "no". When reminded that the RH Bill risks being displaced by the 2012 General Appropriations Act (GAA) when the 2nd regular session opens on July 25, Belmonte replied: “This [RH bill] is [already] in plenary. Most of the action on the budget is in (the appropriations) committee until the final week." The bill is still in the period of interpellations a month after Congress resumed sessions on May 9. At least 38 were initially registered to interpellate the bill's sponsors. 126 reform measures in 2 days Meanwhile, the HoR approved last Monday and Tuesday 126 reform measures. According to data from the Committee on Rules chaired by Majority Leader Neptali Gonzales, the House last Monday approved on final reading 10 national measures that included amendments to the EPIRA Act of 2001 (SB 2846 adopted by the House as an amendment to HB 4169) and the creation and accreditation of Micro-Enterprise Development institutions (HB4688).
